Faithful Japanese Policy Infographic Recreation

Using REFERENCE_0 as the sole source, faithfully recreate the Japanese Kasumigaseki-style policy infographic as a clean, high-resolution 16:9 slide. Preserve the original overall layout, dense information structure, blue title bar, yellow/red emphasis bands, arrows, callout boxes, illustrated landscape/business icons, and all visible Japanese labels as closely as possible. Improve the output by making it sharper, brighter, less compressed, and more legible, with cleaner vector-like text boxes and clearer small illustrations, while keeping the same crowded official-government presentation aesthetic. Keep the top title text as headline_text, keep the version label as version_label, and retain the main central label central_concept_label. Do not simplify the diagram, do not modernize it, do not remove small labels, and do not add new branding, watermarks, people, or unrelated decorative elements.
